She’s 40 years old and doesn’t want treatment. What can I do to have her vac car acted?

it may be time for tough love. an intervention with you and her family. She is too ill to see how ill she is or the effect her condition has on others.
Help her. She may never speak to you again (she will), but a least she may be alive and you may keep her from killing someone else (drunk driving).

Convince her to undergo alcoholism intervention, i guess that would be good for her.
