The OB/GYN Dr taking care of the mother can do something about this. . .such as hospitalizing the woman and or notifying the police.
Should the mother not be seeing a Dr,police can be notified and the mother incarcerated during the remaining pregnancy and could face charges of supplying a minor with drugs and or child abuse.
Medically she can be detoxed but that will only work if the mother to be is seriously wanting to get off of the stuff.
