Substance Abuse Counselor Charged With Phillip Moreno’s Death – Torrance resident Phillip Moreno was tragically killed in a drunk driving accident by (allegedly) Sherri Wilkins. Wilkins is a substance abuse counselor who at the time of the accident had a blood alcohol content twice the legal limit. She drove for 2 miles with Moreno’s body in her windshield.
