My understanding is that it’s the Canadian government (via the Department of National Defence).
“The Cadet Program is the largest federally-sponsored youth program in Canada that includes the Royal Canadian Sea, Army and Air Cadets. It is a national program for young Canadians aged 12 to 18 who are interested in participating in a variety of fun, challenging and rewarding activities while learning about the sea, army and air activities of the Canadian Forces.”

“Flying scholarships are awarded to selected cadets of age 17 or 18, who must complete qualifying exams and review boards… The course provides a Transport Canada Private Pilot Licence in a seven-week period during the summer.”

The Federal Government, through the Department of National Defence. They support the entire cadet program, although many local squadrons/divisions/corps collect donations to expand their programming.
